Get the value of LOV in variable and pass it over to where clause while executing PickList VO there by you
can filter the values .

if i take a variable for lov value and pass it to picklist VO then it wil be a one time process.
Everytime i change LOV value immediately it should change the values in picklist.
How to do that?
plz provide me steps.

I don't think its going to be one time process , each time you change lov value, it is retrieved from LOV dynamically ,
From Controller you get the value of lov and check whether older value is retaining still even after selecting new value from LOV .
Call a method from Am you should set the where clause using below code
setWhereClause("EMPLOYEE_ID = :1");
setWhereClauseParams(null); // Always reset

after we change value in LOV how can i call a method because LOV dont have fireAction???
Lov by itself is an fire action , you don't have to set fireaction manually , try to get the bean as below and try it out .
make sure bean is not null
