I had this same problem.
After some research it looked like the problem was caused by the time on the Client computer and the time on the Server running UPK 11.1.0 being out of sync.
My client computer syncs to time.windows.com and had the correct time, but the server was slow by about 5+ minutes.
To rectify the issue I ran the following commands as Administrator on my server (Windows 2003) to set it up as an NTP client.
w32tm /config /syncfromflags:manual /manualpeerlist:0.us.pool.ntp.org,1.us.pool.ntp.org,2.us.pool.ntp.org,3.us.pool.ntp.org
w32tm /config /update
net stop w32time && net start w32time
