OC4J 10g instructing client browser not to cache

Using Mozilla "Live Headers" I see that the my local oc4j server (10.1.3.30) is issuing instructions to the client browser not to cache images,css etc ...
Isn't caching the default behaviour? How do I turn off this instruction not to cache?
