I got the error when I tried to use iscsi device as the telemetry

For Solaris cluster you should have shared device. It may be iSCSI, but both node should have access to same LUN.
According provided information i cant's see this disk.
You create file system on /dev/global/rdsk/d3s0 ?
( newfs /dev/global/rdsk/d3s0 )
I haven't used telemetry for a while, but it seems that it needs a filesystem to store its data and not just a raw LUN.
