Please refer to My Oracle support article "How to Change Staus (Active / InActive) of the Party [ID 739244.1]" that addresses the issue you are facing.
There are 2 ways we can change status of the party:
This can be done only from Customers Online Data Librarian Responsibility
Login to Customers Online Data Librarian Responsibility
Data Quality' tab
->'Party Maintenance' sub-tab
-> Query for party
you will find the status field available
Change status and Save
Use hz_party_v2pub.update_organization API to update the status.
Please use following parameters to it :
-- p_party_object_version_number (current object version number from HZ_PARTIES
(party_id which has to be activated)
(='A' for active status)
