The Release Notes spcifically mentions sqlnet.ora, and the download zip even has a sample sqlnet.ora (and a tnsnames.ora), so I would assume that sqlnet.ora is indeed used.
I do not see anything in the release notes about restrictions on the contents of sqlnet.ora or tnsnames.ora. Both can be quite complicated in production networks.

hm, yeah. Then the most likely problem is that it's in the wrong place. It'll either need to be in the same folder as the .exe, or in wherever you set TNS_ADMIN to in your config file.
