On the Windows 3.2.20 version I can reproduce the bug.
The 3.2.10 and 3.1 version works ok.
Workaround: open the body in the connection window by double clicking the body. Close the Spec tab and open the spec tab by clicking the 'Open Spec' button in the body.
But it doesn't solve the problem. I can open the package body, but it is inconvenient to perform this simple and repetitive task every time through the workaround.
There is no other workaround. No bug will be logged -- the 3.3 code line already exhibits the correct behavior.

Impatiently waiting for new release!
Any updates on when the new release will be made available? Lack of this feature is frustrating, especially, when this was available earlier.
Sorry, we can't comment on release calendars.
In the meantime, I would downgrade to an earlier version to avoid this problem.
Noted, but that is very frustrating after downloading sqldeveloper, getting the JDK sorted out, running a few queries and then I want to look at a package body ...... opening the full list of Packages takes FOREVER in most live environments .........
