Best I can suggest - contact the database vendor directly. They might know of one.
You could create your own but only if you can find an internet protocol that would work and are willing to spend the time to do it.
You could also talk to www.datadirect.com. Their core business is creating jdbc drivers. They don't have your data source listed but maybe I just couldn't find it. If nothing else maybe you get lucky and they provide more information which makes it clear whether a type 4 driver could even exist for that.
I contacted datadirect ...on their site only DB2 is listed for Mainframe

I have been told that may be Oracle JDBC stuff can help .. cannot find how to contact them

You are looking for a driver and specific type of driver.
Oracle doesn't create a driver, of any type, for that data source.
Oracle has a list somewhere of jdbc drivers however I suspect google is a better source.
