What is the procedure to upgrade JDeveloper to on Windows? I can find no documentation for this anywhere.

As far as I know there is no upgrade option for JDeveloper, you can uninstall the old version and install the new one or you can use both of the Jdeveloper versions together.

Just install the new JDeveloper into a new directory.
    Backup your workspace/project
And then open them in JDeveloper - this will migrate them to the new version.
Note that once a project is migrated to the new platform you can't go back - this is why having a backup of the 11.1.1.* version is important.
