Could you please post the full email so we can see which metric is involved etc? Also, is this happening for all alerts or for just one metric etc?

Message=Tablespace tabs_20 is 97 percent full
Metric=Tablespace Space Used (%)
Notification Rule Name=Database Availability and Critical States
Notification Rule Owner=SYSMAN
Is this only happening with this particular metric or is it happening for other metrics on this targets? This is a server-generated metric so I am wondering if this time stamp is actually coming from the database itself.
Also - what is the timezone of this target set to? You can query MGMT$TARGETS view with target name='DB1' and target type = 'oracle_database'.
It is with only one metric (Metric=Tablespace Space Used (%)). This issue started showing up after Nov 4th only. The timezone_region for this db target is US/Eastern.
Thanks for the confirmation. I have asked the tablespace metric owners to look into this.
Can you please provide the following:
1> The time zone of the database target, the time zone of the OMS
2> run the following sql on SQL plus directly against the database instance that is raising the alert:
