Problem Exists Between Keyboard An Chair
I am using VMWARE 7.0 and the two nodes are in the same machine.
So, there is no change of mismatch.

Bug 11834289: OHASD FAILED TO START TIMELY that causes OHASD to timeout due to issues in handling large number of filedescriptors. This also causes increased CPU usage!

Start with the basics: attempt to start the instance with SQL*Plus. If it starts, fine. If it does not, then follow the usual diagnostic process: observe thhe error message, and look at the instance alertlog.
Do not blame the clusterwere. Yet.
Yes Watson. It is working while using sqlplus in racnode1.
But there is no abnormalities in the instance alert log file.
That is why I am not finding any clue to rectify the database start command using srvctl.
Please suggest me if there is any other path exists to rectify the issue.

By the way, I am using version oracle 184.108.40.206.0
I am explaining the scenarios.
While using sqlplus / as sysdba, instance is up and running using the '+RACDB_DATA/racdb/spfileracdb1.ora'. In this case, I mentioned the line +RACDB_DATA/racdb/spfileracdb1.ora' in initracdb1.ora file. Every database parameter is taking from the mentioned spfile.
But, when checking through 'srvctl status database -d racdb'
racdb1 is not running, racdb2 is running.
Ultimately how can i up the instance racdb1 through srvctl utility?
I guess your RAC is 11G, DB is 10G. If yes, then you must manually pin DB to RAC
