The jmx fetchlet is part of core agent and should not need any jar files..there is a cli to generate metadata stubs than can then be modified as needed and packaged into a plugin
There are also several out of the box targets that use the JMX fetchlet that can be referred to , if that is so desired like weblogic_j2eeserver, j2ee_application whose metadata files would be available under the middleware plugin (sysman/admin/metadata directory)
In addition, if your app is running in a WLS container, you can take advantage of the Metric Extensions feature here for any custom JMX metrics. You can take a look at the self-running demo below for an overview of that particular functionality.
