before recon. reconcile all the child data/entitlements in oim lookups. secondly, while creating Appinstance there is a checkbox for entitlement. still you can modify appinstance and tick checkbox for entitlement.
once you done with above run entitlements_list scheduled job. Now you can go for GTC recon.

I mean write a simple scheduled task which will reconcile all the roles/groups(child attribute) into oim lookup from flat file prior to user/account reconciliation.
you should create a simple lookup in oim and map that lookup in the child table->attribute.
See how the ootb lookup recon works .
- We manually created the lokkup table in OIM with Meaning/Code values.
During the GTC connector configuration we have chosen the entitlement attribute as Lookup table and selected the Lookup code as the lookup table that created previously.
We have modified the lookup attribute as entitlement and searchable in the application instance form. After this, we ran the entilement list scheduled job, but we did not get the entitlements displayed in the application instance. However, after that, we ran the GTC connector to import the Parent and Child Group Membership csv files, then we found user accounts are provisioned and we see the child entitlements under accounts Tab(on click of the user account link) but not under entitlements Tab.
