Depends on your TOAD version: when you open package in PL\SQL editor then you can press CRTL+Enter or F5 or F9 - depends on your preferences.
1) you can paste the code from .sql file (assuming developer gave you the new code in .sql file) in the editor and run the script this will replace the exisiting package.
2) you can double click on the package name from schema browser so that it opens in the editor, replace the code and compile it.
