Can I import a full export dumpfile from oracle database v22.214.171.124 into an oracle database v126.96.36.199?
Would the same process hold for importing an oracle schema exported from an oracle database 188.8.131.52 into an oracle database v184.108.40.206?the rule or restriction is that the export must be done specifying or with the lower version;
then it can be imported into higher version without any additional restriction.
Yes, the idea of exporting is to ease the differences between versions. There isn't much difference between the patch levels you have listed. There is a version parameter for if you are importing to a lower version that doesn't have all the features of the export version. See http://docs.oracle.com/cd/E11882_01/server.112/e22490/dp_import.htm#SUTIL944 (and there are MOS documents explaining in much detail).
1) Yes, you can import full database dump from 220.127.116.11 to 18.104.22.168.
2) Yes, it applies to schema import as well
