I have one more query,
how can we know that applications are having which PSU? and can we apply the latest
available patchset to the applications to be in sync with the latest releases and fixes.
I assume by applications you are talking about Oracles E-Business Suite?

It leads you to PSUs for the database, EBS and other products.
It is not needed to have all Applications on the same PSU - and there are often requirement for several Applications which need additional patches installed.
To check which PSU is applied at DB level, you can run at OS prompt
and with aql*plus
select ACTION_TIME,ACTION,NAMESPACE,VERSION,BUNDLE_SERIES,ID from registry$history;

applications be updated to the latest available PSU release.
