webtool not getting up for Secure backup

I already restored my OSB installation from a failure but the webtool is not working. the obtool is working fine.
I found in the OSB reference :
Use the webautostart policy to specify whether the Apache Web server automatically starts when you restart observiced.
but i dont know how to apply it.
can someone help.

The default setting is "yes"
obtool lsp daemons
So if that is the case then you probably have a permissions issue trying to start the webserver.
Check in /usr/tmp/observiced.log to see if there are any errors or warnings. Then we would have to check /usr/local/oracle/backup/apache/logs for further errors.
