PL/SQL is not about writing data to a server session buffer (in the DBMS_SQL package) and then have the client (e.g. TOAD, SQL-Developer, etc) display that buffer content . Giving the illusion to the newcomer that PL/SQL can "write" to the client's display device. When that is not possible.
This example is not what PL/SQL is about. This is not the information one needs to design and write robust PL/SQL code. It is in fact the exact opposite...
