If i am not wrong global balances are calculated by LocalBalance*transaction_rate (from W_EXCH_RATE_G). If the requirement is to get it calculated from AS IS in the GL_BALANCES table in EBS then it needs to me manually configured.
Check this Bug 10104825 it might give more insight.

Did you trace back in the ETLs to see where the root cause is? For instance, does the base table (W_GL_BALANCE_F) have the correct values and does the SIL mapping/mapplets that do the Currency Conversions properly populate the tables?
I was checking for 'GL-Balances' and 'Clossing amount' is calculated by 'ifnull(last(sum(Fact_Agg_W_GL_BALANCE_A.BALANCE_GLOBAL1_AMT)) , 0)'
when i query data warehouse table 'W_GL_BALANCE_A' i found 'BALANCE_LOC_AMT' & 'BALANCE_ACCT_AMT' column is populating values but 'BALANCE_GLOBAL1_AMT' column is empty.
so i m not sure which ETL flow is populating 'BALANCE_GLOBAL1_AMT' column.
When i query table (W_GL_BALANCE_F) i found 'BALANCE_LOC_AMT' & 'BALANCE_ACCT_AMT' columns are populating values but 'BALANCE_GLOBAL1_AMT' column is empty.
I m not sure why 'BALANCE_GLOBAL1_AMT' is empty.
Am i missing any configuration step???

I found ETL 'PLP.PLP_GLBalanceFact_Load' is populating 'ACTIVITY_GLOBAL1_AMT' in Table 'W_GL_BALANCE_F'
and table 'W_GL_BALANCE_F' is empty.
