tree query error

Dears,
Please can you advice me what the probelm in below script as it run in sql but in forms no:

SELECT 1, LEVEL, name, '', TO_CHAR(id),FCS_CST_ID
FROM BIL_DUE_TREE
WHERE FCS_CST_ID IS NULL
OR FCS_CST_ID IN (SELECT FCS_CST_ID
FROM BIL_ONLINE_USERS
WHERE UPPER(USERNAME)=UPPER(:GLOBAL.USER) )
CONNECT BY PRIOR id = PARENT_ID
START WITH PARENT_ID IS NULL

    There may be problem with the current user in forms
    check what is the error.
    is there compilation error !!
    what version of forms you are using with which version of database

    More than likely is your use of the Analytical Function. Remember, the PL/SQL Client in Oracle Forms is at least one version behind the database - if not more, depending on your Forms version.

    Speaking of the Forms Version - in order for anyone to offer valuable feedback, we ALWAYS need to know what product versions you are using, which Operating Systems are involved, client side information (browser, jre, os, etc), and if an error is involved, what are the details of the error.
