Should chipset also support Virtualization (VT-d), along with Processor.

I want my guest OS to access my hard drives and USBs.
Is it possible through
Intel® Virtualization Technology for Directed I/O (VT-d)
I have Dell 14z ultrabook - http://www.dell.com/in/p/inspiron-14z-5423/pd
and my friend has also Dell 15R - http://www.dell.com/in/p/inspiron-15r-se-7520/pd
is being supported in above two models, as i am able to run my guest OS.
feature support for these models i5-3317U and i5-3210M .
I am not sure, if chipset has also to support along with these processors.
I am still not able to access peripherals through my guest OS.
Any clarification would be of great help.
