Populate the PORTALPATH system session variable through an initialization block. Bob's your uncle.

It's unanswered because you're not providing any information on what's going wrong in detail and what kind of tests you did.
Did you already expose the content of the variable in an analysis and test how it behaves - i.e. what value is instantiated for which user session.
Stop screaming and rather ask smart and founded questions!
I have active directory activated in portal (OBIEE 11g). I have portalpath for active users . If any user is not assigned to any group, it shows home page only.Instead of home page, we want to give a blank page having a text only.
I have created group session variable used in the portalpath variable
The below query is used for the init block of PORTALPATH.
select case when 'valueof(nq_session.GROUP)' is null then '/shared/UsageReports/_portal/Test'
else '/shared/Dashboard/_portal/Dashboard' end from dual
It should show test dashboard, but it shows home page only.

In 11g it's NQ_SESSION.ROLES containing the applicaiton roles retrieved through the WebLogic security providers...GROUP is deprecated (WEBGROUPS still exists).
Hi i have used NQ_SESSION.ROLES . Still the issue is not resolved.
1. Did you actually expose the variables ROLES and PORTALPATH in an analysis to find out which values are instantiated?
2. Do you have pecific pages set as default page in the user profile of the
users you're testing.with? PORTALPATH will only work if it's set to "(Default) ...". If you want to set it for others but they have set a value themselves it will not work. That's documented. User selected values will ALWAYS win over the PORTALPATH variable!
3. Are you using the proxy functionality to test? If yes, then you want to verify the version you're runnign since in certain
220.127.116.11 versions there's a bug where the default page isn't taken into account when acting as proxy. Hence my question #1!
Have you verified that the user (who is not assigned to any group) has access to the Test dashboard page
