You will have to code a "pre-stage" for this..... aka.... a function that will call your conc.req.
the FND_REQUEST.SUBMIT_REQUEST will require you to provide all parameters needed to start the conc.req. This is also what is happening when you start it via forms. So, you will have to code something that checks which parameters are given by you and for the ones not given check the LOV configuration and query the default value.
This is how you can resolve this. It will need some additional coding.
So, that would mean, I need to pick up the default values by querying the FND tables. I understand there's no easy way to do it, as in a FND function.
Also, how about if I want to use the value set attached to a parameter for deriving the ID value of a parameter (if I'm passing only the meaning), is there any easy way to do that?

Yes you will have to query your FND tables. And in all cases I guess you will need some custom coding.
One last related question:
Some parameters have a default value like 'SELECT entity_name, entity_id FROM FND_MO_REPORTING_ENTITIES_V WHERE reporting_level = :$FLEX$.FND_MO_REPORTING_LEVEL'.
In this case, the parameter in question is corresponding to the 'entity_name' column in the above select statement. (i.e. varchar2)
So, can I assume that the second column selected (i.e. entity_id) would correspond to the ID column value of the valueset attached to the parameter?
My doubt basically is, how can we assign a select statement, selecting two different values, as the default value for one parameter.
