I have verified all Periods are Opened. Still there is a a rejection.
Please see these docs.

PALDLC and PASDUC Error - Could Not Create A Valid GL Date For Provider [ID 338330.1]

PAXACCPB - PRC: Create Accounting Gets Error 95325 Gl Date Not An Open Or Future Enterable Period [ID 951452.1]
Its clearly says, the transactions are not created in VALID GL DATE...........Please check the transaction dates.
Is this for Inter Project/Inter Company/Intera OU....... Solution, please ensure that the period is open in GL and Projects:1. Within Projects, navigate to Setup -> System -> GL Periods
2. Query for the GL Period.
3. Open the GL Period.
4. Rerun the PRC: Distribute Labor Costs or PRC: Distribute Usage and Miscellaneous Costs.
Also check on Metalink : Distribute Labor Cost Exception-Could Not Create A Valid GL Date [ID 418675.1]
