cache lookup tables configuration

Being a DB administrator, Absolutely new to this application server world. but got into a situation to resolve one issue related to a web application running 10g application server, OC4J.
Somebody suggested that the issue was resolved few years back by increasing the number of records that can be cached for a look up table.
a) Where i can see this configuration
b) Which configuration file show me all the lookup tables cached?
c)How to change the values of that.
I tried to go through the documentation but no help.
