What IDE is the problem?
Installation should be pretty simple, first install Java, then download SqlDeveloper from Oracle site, extract it, and start it by running sqldeveloper.sh.
What steps did you try?
Give us more details, othervise it is hard to help you ;)
I suggest you read the installation instructions on the the Oracle download page. They are quite clear.
SQL Developer runs perfectly well on Ubuntu, but there are no ubuntu packages for it, you must download it from the Oracle web site.
Note that SQL Developer is only a client tool and you will need a database as well.
When I 'Run' the sqldeveloper.sh file nothing happens. I 'Run In Terminal' I get this..

I also DL the database files. I already have the JDK installed. I've been programming in Java for the past 4 months.
