Uhmm, could please post the output of the following command:
crsctl status resource ora.<YOUR_DATABASE_NAME>.db -p | grep AUTO_START
Is this database configured with 2 instances only? When you relocate the VIP, which command are you using?
this is the output of crsctl:
The dabase is configured with 4 instances, but only 2 must be active at moment.
# crsctl status res ora.mydb.db -p | grep AUTO_START AUTO_START=restore
To relocate vip i use:
This command stop correctly the resource but when start the vip on the new node
crsctl relocate res ora.myvip.vip -n <destination_node>
try to start database instance on the new node.
i've done the same test in 126.96.36.199 (Production env is 188.8.131.52.7) but the relocation of vip do not start the instances.

uhmmm that is very weird.
well, auto_start is just applicable to restarts, however a suggestion is to change it to "NEVER"
crsctl modify resource ora.<dbname>.db -attr AUTO_START=never
i've opened an SR to Oracle.
