Simple answer.. Versions of IE < 9 are NOT recommended for HTML5 & CSS3.. They are NOT meant to run it and you will probably NOT want to delve into how to "patch" them work..
Agree totally with TexasApexDeveloper here. Trying to find a way to get older versions of IE to render HTML5 content is not a reasonable solution and will be a constant uphill battle.
You mentioned that your users use IE <9 on XP systems. Is IE the only browser installed on user workstations? Could Firefox be an option?
Aren't you supposed to be home sick?
Unfortunately Firefox is no option because the users are not allowed to install additional software on their desktops.
So it looks like that have to wait until the organizations decides to roll out Windows 7 oder 8.
