The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again.[11:37:54]

I suggest you go through the server logs, as this error message is too generic and can have multiple causes.

You can check if more object managers have this problem.
          Did you login as SADMIN?

I ask a question to SR.But SR said IHS 7 is not support for Siebel by OracleLinux.

I can use command -- srvrmgr to connect the siebel console normally.
So i think my siebel server was upgraded to successfully.
              BTW.When i re-configure the SWSE by Wizard.
It push me the error that "Can not read the swse_sia.scm"

I think Upgrade Siebel behavior is too complex!
I wanna enjoying the OpenUI.But i think it maybe so far for me.
