    sqlplus / as sysdba
    or

    sqlplus username/password

    please remove this entry from host file

    your last listener.ora is ok

    make entry like this

    SID_LIST_LISTENER =
    (SID_LIST =
    (SID_DESC =
    (SID_NAME = PLSExtProc)
    (ORACLE_HOME = /u01/app/oracle/product/11.1.0/db_1/)
    (PROGRAM = extproc)
    )
    (SID_DESC =
    (SID_NAME = CLRExtProc)
    (ORACLE_HOME =/u01/app/oracle/product/11.1.0/db_1/ )
    (PROGRAM = extproc)
    )
    )

    LISTENER =
    (DESCRIPTION_LIST =
    (DESCRIPTION =
    (ADDRESS = (PROTOCOL = IPC)(KEY = EXTPROC1))
    (ADDRESS = (PROTOCOL = TCP)(HOST =test1.com )(PORT = 1521))
    )
    )

    add test1.com in host file as suggested.

    then start the listener.

    your listener.ora contains only

    SID_LIST_LISTENER =
    (SID_LIST =
    (SID_DESC =
    (SID_NAME = PLSExtProc)
    (ORACLE_HOME = /u01/app/oracle/product/11.1.0/db_1/)
    (PROGRAM = extproc)
    )
    (SID_DESC =
    (SID_NAME = CLRExtProc)
    (ORACLE_HOME =/u01/app/oracle/product/11.1.0/db_1/ )
    (PROGRAM = extproc)
    )
    )
    LISTENER =
    (DESCRIPTION_LIST =
    (DESCRIPTION =
    (ADDRESS = (PROTOCOL = IPC)(KEY = EXTPROC1))
    (ADDRESS = (PROTOCOL = TCP)(HOST =test1.com )(PORT = 1521))
    )
    )

    nothing more should be there.

    2.your hostfile contains only one entry for test1.com not four entries
    check your machine ip from ifconfig command and put that ip in host file and only do 1 entry for test1.com not four entries.
