O2A termination downstream order when double failure detected,why?

We are using OSM 7.0.3 and O2A cartridges.
As per O2A OOTB functinality 'OracleCgbuSIFalloutPIP' abort the order if fallout occurs during Revision or double fallout detected.
Can someone please explain what is design consideration or Why this functinality present in O2A?

I need to give justification to someone otherwise people will consider this as product limitation.
