There is NO easy tool for translation of APEX XLIFF file. You have to do it in hard-way.
Typical APEX translation unit in XLIFF file looks like
If you want use same translation for word "Back" in all pages of your application, you can just use replace-all feature of any text editor and you can replace
<trans-unit id="S-13-13326213625713415-600"> <source>Back</source> <target>Back</target> </trans-unit>
Since XLIFF file is a valid XML file, you can also use any [url:http://www.google.co.in/search?sourceid=chrome&ie=UTF-8&q=XML+Edtior#hl=en&tbo=d&spell=1&q=XML+Editor&sa=X&ei=_WbhUK3vOYrprAfO8YGIAw&ved=0CDEQvwUoAA&bav=on.2,or.r_gc.r_pw.r_cp.r_qf.&bvm=bv.1355534169,d.bmk&fp=aaf6447fe4e1119c&bpcl=40096503&biw=1600&bih=799]XML Editor to edit "translation unit" via GUI.
