    What version of database you are using?
    Are you there is no job to trim the trace files? using ADRCI or manually?
    SQL> show parameter trace_enabled
    You can also test to generate a trace file, by enabling trace to any one of active sessions and check whether it is generating or not.

    oracle is 11.2.0.3

    SQL> show parameter trace_enabled

    NAME TYPE VALUE
    ------------------------------------ ----------- ------------------------------
    trace_enabled boolean TRUE

    post output
    SQL> select u_dump.value || '/' || instance.value || '_ora_' || v$process.spid
    || nvl2(v$process.traceid, '_' || v$process.traceid, null ) || '.trc'"Trace File"
    from V$PARAMETER u_dump
    cross join V$PARAMETER instance
    cross join V$PROCESS
    join V$SESSION on v$process.addr = V$SESSION.paddr
    where u_dump.name = 'user_dump_dest'
    and instance.name = 'instance_name'
    and V$SESSION.audsid=sys_context('userenv','sessionid');
