I would recommend, don't upgrade from 22.214.171.124.0 to 126.96.36.199. You will land into issues while restarting servers once upgrade steps are completed. Server doesn't start after this upgrade. It would be better to apply BP 08 patch(or latest) of 188.8.131.52 which is equivalent of 184.108.40.206. This patch has lots of issues resolved into it.
Anyway, still if you want to upgrade, loop oracle as well.

The upgrade is totally feasible with proper backup and following the process correctly. Make sure you perform it couple times before touching your development env.
Also if you've an integrated env (OIM-OAM), make sure you perform in correct sequence.
