External procedures are not PL/SQL procedures or SQL code - so not really part of the subject matter of a forum about the SQL and PL/SQL languages.
    Oracle Error: ORA-22621
Error Description: Error transfering an object from the agent
Error Cause: Any error returned from pickler routines on the agent side.

Well, you can try and see if there are forum members that have perhaps an inkling of what went wrong and how to go about resolving it.

But to do that, more details are needed. Such as:
    - Oracle version
    - o/s version
    - type of external procedure (PL/SQL lib definition code, language ext proc is written in, how it is compiled, etc)
    - ext proc definition (as per the local listener)
    - copy and paste of a SQL*Plus session calling the ext proc (with full error stack included)

Alternatively, log a service request with Oracle Support?
