solaris (disabled) origin online http://172.26.4.174:80/
seems to be your problem. Try to enable this publisher.
I am a bit confused about the error message though. In any case: if you try to install a zone, the publisher being used, must provide the same version of Solaris that is currently installed in the global zone.

I tried to enable the publisher. But i get the following error
root@sol208:~# pkg set-publisher -e solaris
pkg set-publisher: Could not refresh the catalog for solaris
Unable to contact valid package repository
Encountered the following error(s):
Unable to contact any configured publishers.
This is likely a network configuration problem.
Framework error: code: 7 reason: Failed connect to 172.26.4.174:80; Connection refused
URL: 'http://172.26.4.174:80'. (happened 4 times)

Obviously, the repository service on 172.26.4.174 is not working correctly. What does svcs -xv" or better "svcs svc:/application/pkg/server:default", which very probably is your pkg service. You should check, whether it is running, and if not, why it is not running.
svcs -xv .... gives you more information and the name of the service's logfile.
