[nQSError: 13037] Cannot connect to BI Security Service

Hi,
I am using OBIEE11g (11.1.1.50) on Windows 32bit xp, suddenly i have problem I could not able to login my Dashboard and RPD (online mode) [i.e: i am able to login offline mode in RPD] but Weblogic console and EM and OPMN all services are up.

weblogic user is in Administrators and BIAdministartors Grouop
MDS and BIPLATFORM users are not locked in database.

So what may be the cause for this error.
My Error is :
[nQSError: 13037] Cannot connect to BI Security Service, please make sure this is running properly (with SSL or not) in EM.

While editing or creating a new ODBC I am getting bellow error.

[nQsError:10131] Open sessio failed [nQsError:43113] Message returned from OBIS.

In EM-->Business Intelligence-->coreapplication-->Security
When I click on
"Go to the Oracle WebLogic Server Administrator Console to configure and manage the WebLogic security realm."
It goes to "http://10.29.237.115:7001/console"
and gives error like page is not available.

But my console is opened in localhost.
So what the changes I need and where.
