what do you mean with "database was refreshed"?

You can't - if by refresh you mean an import or recovery that restored the DB to a point in time when your package didn't exist.
If it didn't exist in the database that was refreshed where would you get it from?
The only place it would be is in a backup of the DB that was taken before the refresh occured or if you saved a copy.
Professionals store code in code repository like Subversion.
Consider do so in the future to avoid situations like the present one.
Didn't you keep the source code somewhere ? How did you write the code, directly in the sql*plus? As others have already said, if you have the backup containing that package, chances are there else you are out of options.
In short, if you dont have backup then you cannot restore any object.
