Enabling OCI (Oracle Call Interface) requires a set of files that together are known as the Oracle Client Driver. This includes message files, shared library objects (or DLLs on Windows), etc.
Do you have an Oracle Client Driver install/unzipped/configured?
Head over to oracle.com and search for Oracle InstantClient for your Linux kernel (e.g. 32bit x86). Download. Unzip. Set LD_LIBRARY_PATH for Apache to use for PHP.

What exactly did you do? Php_oci8_11g.dll is for Windows but xampp-linux.html is for Linux.
Try installing Oracle Instant Client 10.2 from http://www.oracle.com/technetwork/topics/linuxsoft-082809.html
