Try the following:
# su - oracle
$ . oraenv
(enter your SID)
$ emctl start dbconsole
-bash: $.oraenv: command not found
The script oraenv is installed by Oracle into /usr/local/bin by default, which should be part of your local path.
Perhaps you did not notice that there is a space between the dot (.) and oraenv, which is necessary to source execute the script. you can also use the command "source oraenv" under Bash.
