Are you looking for JC 3 classic or connected? I don't think you will find any plastic cards supporting connected any time soon (it doesn't really seem like the intended use case) but you may start seeing JC3 classic cards coming soon. I am not aware of any commercially available though, but I have not been looking.
CardLogix has Dual Interface JC3.0 Classic (see CLXSU001MJ4/DIJ on page 6):
You need to contact them and ask for "general purpose JC3.0".
CardLogix has used Atmel ICs in the past, but Atmel sold its smartcard business to Inside Contactless a few years ago:
I'm not sure what IC type CardLogix uses for these new cards.

If it is about the classic cards: I know that Giesecke and Devrient also supports v 3.0.1 in their smart c@fe expert cards. I am not sure if they sell to end-customers though, so it may depend on who you are/how many cards you want. I would link, but not sure if this is accepted here. Just check the strong authentication section in the product section on their website:
For connected cards: I think no time in the near future.
