please check how much bit Oracle software according your OS.
please share your windows version???
because of for windows 7 and windows XP have required diff-diff setups.
I think you were not unziped those two database files into same folder.
Also check the OS compatibility:

Pl post the link that you downloaded the software from, and your exact OS details. Pl also post a link to the Install Guide you are following for the install
I have downloaded the set of oracle from the below url.
I m using Windows 7 32 bit OS on my machine.

I m using windows 7 utimate ..
yes i'm following all the steps from the installation guide.
after facing this issue i formatted my PC and again i have install Oracle database 11g on my machine it works fine.
Connections has been done successfully.
Next day when i open my sql developer and i tried to get connected with my local db.
it shows the error related to SID although i'm passing the valid SID name i.e orcl which i used while installation.
Don't know where i'm deaking up with SID.
Pls help me..

in command prompt
set ORACLE_SID=orcland try try to connect.
