You need to use scp (secure copy). It is usually part of the ssh s/w suite installed on the o/s (like OpenSSH on Linux).
Basic format of the command for fetching a remote file:
scp supports a number of parameters (down to bandwith utilisation). Look at the scp s/w provided on your platform for details.
scp remote-user@remote-server:/remote-dir/remote-file /local-dir/local-file
Also, this question has no relevance to the Oracle Database product - the subject matter of this forum. (not supported by PL/SQL or SQL)

Or you could use tools such as winscp or filezilla
