Is webgate and access server residing in seperate machines? If so, telnet the access server port from webgate machine. Also make sure if Access Server is up and running. If both these conditions are passed, then see if there is a time difference between two machines.

Those given error messages are related to OHS not to OAM.
You should be able to start OAM managed server.
We fixed the issue by renewing the certs .. :)
Please can you send me the steps to renew the Certs, as I am getting the same issue is linux machine and my OAM, Access Server and webgate is in the same machine.

That means Webgate has problems to reach the OAM server or handle the http session.
That could have some reasons:
1.) Webgate / OAM / OID / OVD host are not timely in sync.
=> sync the host, so that you a delta not greater than 1 minute
2.) On the OAM host is running a second weblogic domain - which is using coherence to store user sessions.
=> change the default coherence port 9095 to a unique port, in case more than one instances are used.
- start_setup_ois -i IdentityServer_install_dir/identity -m
- start_setup_webpass -i WebPass_install_dir/identity –m
- configureAAAServer reconfig AccessServer_install_dir
- configureWebGate -i AccessGate_install_dir -t AccessGate|WebGate options
