it seems that the listener isn't working...Yes, from your post it seems so. Did you try to start it (lsnrctl start) ? Also, is the database running ? did you try to connect from Sql command line ?

Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=4242)(PORT=1521)))In addition to Paul's question concerning your database service being up, are you sure +4242+ is your actual host name and it is resolvable? The error message for the second listening endpoint indicates it's not:
TNS-00513: Destination host unreachableThe error message for the first one aims at Paul's suggestion:
TNS-00511: No listenerIt seems there is no database process running that would "attach" to your IPC listening endpoint.

please also post the output of
sqlplus / as sysdba SQL> startup
I uninstalled my windows and reinstalled renaming my computer to admin instead of 4242. I believe it could not be all numbers.
Either way this seemed to work !!!!!

My login to this http://127.0.0.1:8080/apex was working fine until I changed the computer name
after several tries and restats of computer............. I renamed my computer back to original name
now its working fine
Errors i found when i changed the original computer name ( not username )
Primavera Login Error: User Already logedin and Listener servise was not working ( on force stat massage was: started and terminated suddenly
second error was at the " http://127.0.0.1:8080/apex" login show no login window
So if you or your administrator has renamed your computer rename it back to original name !!!!!!!!
