you have to look at the database parameter AUDIT_TRAIL. It tells whether there is Audit and where it is stored. So there is a difference in this parameter between the databases. You can read more about the parameter in the manual: http://docs.oracle.com/cd/E14072_01/server.112/e10820/initparams017.htm

The audit_trail parameter have DB value
When I log on asm via sqlplus, I see in this directory have a new file *.aud.it means it geneated the audit file of sys operation.
since audit_trail=DB then oracle will store audit details/log inside aud$ table.
Look in your Pfile that the parameter about the audit files are set correctly. Also, look the alert_SID.log if then any errors. I did a explanation about this files in my blog http://translate.google.com/translate?hl=en&sl=pt&tl=en&u=http%3A%2F%2Fbrunors.com%2F%3Fp%3D248%26gt . Above all, see the parameters in your database.
Kind regards, Bruno Reis.
