Not only should this be taken up with the appropriate Oracle employee I doubt if [m]any of us have any idea what ESL, DBEE, and EMB are supposed to indicate.
Oracle licenses by core or named user neither term of which you mention. So, again, go to Oracle directly but if you do have questions in the future please do not use unexplained acronyms and explain in industry standard terms. Doing so will help you get the response you want.
As a general rule: Use as many acronyms as possible if you want to
1) avoid that everybody understands what you are talking about
2) get very few if any useful answers
