Wow! ??? Are you going to allow them -- do you expect them -- to change label names: 1 time, 10 times, ..., everytime. If the label names are going to persist, they have to be saved somewhere. Does each company / project get one set of label names or does each user get to customize their own?
CXan't they just stick some post-it notes to their screen?

Provide defaults - perhaps based on column name - and create some interface for the user to modify them.
COMMENT ON COLUMN my_table.my_column IS 'The item label';
Then use something similar to this to create all your labels dynamically - which would probably mean adjusting the relevant label templates.

Then (dynamically?) construct some jQuery to run on page load that modifies the item labels.

But the best way would be Shortcuts. I originally dismissed this, but forgot you could reference substitution strings in a call to some PL/SQL
