    Odd behaviour in date picker ApEx 4.2

      We are migrating our apps from 10 to 11g, and Apex 3.2 to 4.2. The new datepicker is displaying odd behaviour for hours as below:

      <input id="P30_BRIEFING_DATE" class="datepicker hasDatepicker" type="text" autocomplete="off" value="13-MAR-2013 09:47" size="30" maxlength="30" name="p_t04" readonly="TRUE">

      <select id="ui-timepicker-divhour" class="datetimepicker_newMonth" onchange="apex.jQuery.timepicker._saveHour(this)" style="font-size:1em; margin:1px 0;float:right;">
      <option selected="selected" value="00">00</option>
      <option value="01">01</option>
      <option value="02">02</option>
      <option value="03">03</option>
      <option value="04">04</option>
      <option value="05">05</option>
      <option value="06">06</option>
      <option value="07">07</option>
      <option value="08">08</option>
      <option value="09">09</option>
      <option value="10">10</option>
      <option value="11">11</option>
      <option value="12">12</option>
      <option value="13">13</option>
      <option value="14">14</option>
      <option value="15">15</option>
      <option value="16">16</option>
      <option value="17">17</option>
      <option value="18">18</option>
      <option value="19">19</option>
      <option value="20">20</option>
      <option value="21">21</option>
      <option value="22">22</option>
      <option value="23">23</option>

      It seems to only affect hours less than 10.
