Odd behaviour in date picker ApEx 4.2

Currently Being Moderated
We are migrating our apps from 10 to 11g, and Apex 3.2 to 4.2. The new datepicker is displaying odd behaviour for hours as below:

It seems to only affect hours less than 10.
